Biography

Prior to joining the faculty at Fordham, Professor Horton practiced corporate law with the law firm of Hiscock & Barclay, LLP, in Syracuse, New York, where he advised business clientele on entity choice and corporate governance issues, mergers and acquisitions, and day-to-day contracting.

At Fordham, Professor Horton teaches Legal Framework of Business.  His research interests include the results – often unintended – of government attempts to regulate corporate malfeasance.  Professor Horton’s most recent scholarship delves into how corporate officers faced the brunt of regulation under the Sarbanes-Oxley Act, while corporate attorneys escaped regulation.

Professor Horton is admitted to practice before the bars of the State of New York and the Northern District of New York.
